Starlink Wants More and More Spectrum. Telcos May Pay the Price.
SpaceX is no longer behaving like a satellite company that simply wants permission to connect phones from space. It is behaving like a telecommunications company accumulating the most important raw material in the industry: spectrum.
On July 22, 2026, the Federal Communications Commission adopted its plan to auction 160 MHz of Upper C band spectrum in July 2027. The frequencies, between 3.98 and 4.14 GHz, will create a contiguous 440 MHz block when combined with the C band already allocated to mobile operators. The FCC plans to offer 3,248 flexible use licenses, with commercial deployment expected to begin in major markets from December 2030.
For AT&T, Verizon and T-Mobile, this is a familiar spectrum auction. For SpaceX, it could be something much larger: an opportunity to transform Starlink from a satellite broadband service into a hybrid national communications platform.
The most controversial possibility is not that Starlink will outbid every carrier and build another nationwide mobile network. That would require tens of billions of dollars in spectrum, towers, radios, fiber, power, retail distribution and device support.
The more realistic threat is that SpaceX can buy enough spectrum to create strategic optionality, increase its negotiating leverage and make every incumbent pay more for the spectrum they cannot afford to lose.
SpaceX is building a spectrum portfolio, not just a satellite constellation
SpaceX has already moved beyond borrowing terrestrial mobile spectrum from partners. Its original direct-to-cell service depended heavily on T-Mobile spectrum. That arrangement allowed Starlink satellites to communicate with ordinary smartphones without requiring SpaceX to own traditional mobile frequencies.
But dependency on a mobile operator limits strategic freedom. The operator controls the spectrum, customer relationship, commercial terms and, potentially, which services SpaceX can offer.
That started changing with the EchoStar transactions. The FCC approved SpaceX’s acquisition of approximately 65 MHz across AWS 4, H Block and unpaired AWS 3 spectrum. The transaction was valued at approximately $17 billion and was explicitly linked to the development of Starlink direct-to-cell and hybrid satellite-terrestrial services.
SpaceX then participated in the FCC’s 2026 AWS 3 auction. It did not make a massive acquisition. It spent approximately $8.4 million on two licenses, including one covering Cincinnati. Verizon spent approximately $3.16 billion, T-Mobile spent $278 million, and AT&T spent $121 million.
