Jio Platforms targets India's Starlink moment with sovereign LEO  constellation

At Reliance's Annual General Meeting, Jio shared a detailed proposal with India’s space regulator, IN-SPACe, outlining a massive orbital infrastructure project. The plan details the deployment of a proprietary Low Earth Orbit satellite constellation comprising approximately 1,650 satellites. Positioned at an operational altitude of approximately 650 kilometers, the network is designed to target two distinct service models: high-throughput rural fixed broadband and Direct-to-Device connectivity, which allows standard, off-the-shelf smartphones to connect directly to satellites without specialized satellite dishes or hardware modifications.

The financial and operational commitments are massive. Jio has budgeted between $10 billion and $15 billion for the initial infrastructure build, aiming for an aggressive deployment window of just two to three years. To put the current LEO satellite plan in perspective, Jio is now preparing to spend on space infrastructure, roughly half of what it originally spent to build its entire terrestrial footprint a decade ago.

This announcement marks a big strategic shift; while global telecommunications peers have historically addressed the satellite market through passive wholesale partnerships or minority equity investments, such as T-Mobile’s roaming deal with Starlink or AT&T’s backing of AST SpaceMobile, Jio is attempting to become a fully vertically integrated space asset owner.

With over 524 million subscribers, Jio dominates India’s urban and semi-urban telecom landscapes. However, expanding its user base further faces a hard infrastructure wall. Hundreds of millions of potential users remain unconnected or under-connected across India’s deep hinterlands, mountainous border regions, and island territories. In these geographies, traditional terrestrial network expansion, specifically laying physical fiber-optic cables or erecting microwave towers, is structurally unviable.
